  • Short Text: Invalid Educational Environment Setting based on student age for the effective period of the special education record. This error can throw in four different scenarios, so read the detail in the error Long Text carefully and/or click on the KBA article link for more information.


  • Long Text:

Invalid Educational Environment Setting based on student age for the effective period of the special education record. Educational Environment Setting codes are defined for two age groups: 3 to 5 and 6 to 21. Adjust the special education record so that the education environment code corresponds to the appropriate age group. This error will occur either when there is a mismatch between the age group of the educational environment code and the student’s age as of the Student Special Education Program Association (sSEPA) Effective Begin Date or as of the sSEPA Effective End Date. IMPORTANT: To ensure accurate federal reporting, it is critical that the sSEPA that covers October 1 has a valid educational environment for the student’s age as of October 1.


The error is thrown in the following situations:

  1. The student is between 3-5 years old for the entire sSEPA effective period and an educational environment is chosen from the age 6-21 group; OR

  2. The student is between 6-21 years old for the entire sSEPA effective period and an educational environment is chosen from the age 3-5 age group; OR

  3. The student is 5 years old as of the sSEPA Effective Begin Date, 6 years old as of the sSEPA Effective End Date and an educational environment from the age 6-21 group is chosen. (If the sSEPA End Date is blank, the sSEPA Effective End Date is either the enrollment exit date or June 30.); OR

  4. The student is 5 years old as of the sSEPA Effective Begin Date, 6 years old as of the sSEPA Effective End Date, the student is currently 6 years old as of today’s date and an educational environment from the age 3-5 group is chosen. (If the sSEPA End Date is blank, the sSEPA Effective End Date is either the enrollment exit date or June 30.)


  • How to Fix: Verify the student’s age. If the student is between the ages of three and five, mark a code in that age range as the correct Educational Environment setting. If the student is six or older, make sure to choose a code in the 6-21 year age range for the environment classification. When the student changes from age five to six, even if the IEP is still valid for the current school year, you must end the sSEPA record from the first age range (3-5) the day before the sixth birthday and begin a new sSEPA record with a begin date of the sixth birthday.


  • This error is often thrown when it appears as though there are two active sSEPA records. This usually happens when a student turns six, but the first sSEPA record does not have an end date. When a student turns six, the student’s special education record must change classification to move the student into the appropriate age group for the educational environment. When the student changes classification, end date the first association as last date at age five. Start a new sSEPA record with the 6-21 year old classification starting the first day at age six. You would need two records for associations for that school year.


  • Leap Year Birthdays: If a student’s birth date occurs on February 29 of a Leap Year (for example, 02/29/2012) and if the current school year does not fall within a Leap Year, please end date the IEP containing the 3-5 year Education Environment code on 02/28 and begin the new IEP with the appropriate 6 year Education Environment code on 03/01.


  • Example: Josh was four when he started his IEP program and had a reevaluation September 2, 2017, for the current school year and had a sSEPA with the 3-5 year old classification. However, he turned six November 15, 2017, demanding transition into the second age range classification for 6-21 year olds. To correct this error, District Deb ends his first sSEPA November 14, the day before his sixth birthday, and starts a new sSEPA for Josh November 15 on his sixth birthday, bringing his age range to the 6-21 year old Educational Environment setting. His IEP Begin Date and IEP End Date remain the same even though there is a change in Educational Environment.
